612-5586838 HOISINGTON KOEGLER JJJ P02 MAR 18 '98 89:26

Crcativc $olution8 for Land Planning and Design

Memorandom

Hoidngton Koegler Group Inc.

To: Sylvia Frolik, Zoning Administrator
City of Ramsey
From: Brad Scheib, Hoisington Koegler Group, lac
Date: March 18, 1998

Re: Commercial and Industrial parcels covered by the development moratorium

The general purpose of imposing the development moratorium was to allow the City a
reasonable period of time to effectively develop a Comprehensive Plan. The Comprehensive
Plan will provide significant public policy on how to attain planned, high quality and
environmentally sensitive development. The Comprehensive Plan will also resolve many of the
critical issues that surround future development in the community, It is important to make sure
that new development does not conflict with the vision for the future community.

At this time it is not yet possible to predict the outcome of the planning process and what affect it
might have on the development of certain parcels or vice versa. Because the moratorium was
imposed to allow for the completion of the Comprehensive Plan, we would suggest not lifting the
moratorium for any parcels that were originally included. We realize that not lifting the
moratorium has an impact on the salability of the parcels and thus may prevent private property
owners from realizing an expected profit in their investment: however, this moratorium serves
the general publics interest by allowing the community to plan for its future.

There a_re some 'situations were development may be suitable with the general direction of the
Comprehensive Plan and, given careful consideration to site planning details, could be excepted
from the moratorium. We suggest continuing to address these situations on an individual basis
as you are currently doing.

You had requested that we provide you with a list of commercial and industrial parcels that
should be retained within_ the moratorium, The following list identifies parcels that we feel
should not be lifted from the moratorium. This list represents the most critical areas affected by
the Comprehensive Plan.

1. All commercial/industrial parcels within the Highway 10 Corridor.

What will happen to address the question of "Image" along the corridor?
· How will the future level of service and design of Highway 10 change given the preferred
growth scenario?
· ' Will the Critical Area regulations expand to include the corridor under MNRRA
p!annlng?
· How do you ensure high quality development if MUSA does not get expanded?

123 North Third $~cet, Sult, t00, Minneapolis, M'N 55401-1659
?h (612) 338.0800 [ex (612) 33&6838

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
