I I I I I I I I I I I I I I I I I I I CASE # REQUEST FOR AUTHORIZATION TO ENGAGE CONSULTANT FOR SENIOR HOUSING DEVELOPMENT STUDY By: James E. Norman, City Administrator Background: At the February 24, 1998, City Council meeting, Steve Griesert of Community Partners Research, Inc. presented his analysis of the market for senior rental housing in the Ramsey area. Mr. Griesert's report included the conclusion that demand for senior rental housing in Ramsey could fill 46 to 50 units. During the Council meeting of March 10, 1998, a committee was appointed by the Mayor to study the potential of a senior housing development project. The committee met with representatives and staff of the Anoka County Housing and Redevelopment Authority (HRA) to formulate a development plan for a senior housing project. Representatives of the County HRA suggested that the City utilize the services of Dunbar Development Corp. to develop a site analysis for a senior housing project. The site analysis would include establishment of an evaluation method, development of site costs, and a recommendation for Council consideration. Committee- Recommendation: It was the consensus of the committee to recommend to the City Council that the services of Dunbar Development Corp. be retained by the City of Ramsey for a senior housing development analysis. The cost of the analysis is expected not to exceed $3,000 with the funds to be retained from the Ramsey HRA fund which was authorized in 1997, collected in 1998, and held by the Anoka County HRA. Council Action: Motion to authorize the Anoka County HRA to perform a senior development project analysis, with the funding derived from the Ramsey HRA fund.
