CASE # <br /> <br />AWARD CONTRACT FOR WELL NO. 4 PUMPING FACILITY <br />(IMPROVEMENT PROJECT #98-13) <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Well No. 4 is in the final stages of construction and development. It is being constructed by <br />Alberg Water Services under an alternative bid that was a part of the construction of Well No. 3. <br />At this point, it is necessary to install a well pump, valves, and connecting piping to the pump <br />house containing Well No. 3 for chemical addition and chlorination. The supervisory controls <br />also need to be expanded to make this well fully integrated with the water distribution system. <br /> <br />Bids for this project were ordered on February 10, 1998, and bids were opened on March 13, <br />1998. Attached is a copy of the bid tabulation along with a copy of the recommendation letter <br />from the engineer. The low bidder is EnComm Midwest, LLC, however, there were several <br />alternatives which were requested. The consultant has addressed each of these in his letter and <br />made a recommendation on each one. The last alternative the Council may wish to consider <br />carefully since a rather significant deduction of $8,500 has been offered if a subcontractor, Total <br />Control System, is allowed to do the controls work which interfaces with the SCADA system <br />currently being installed by a competing contractor. Since there would be some coordination <br />required between the two contractors, there is a disadvantage in that the source of problems may <br />be difficult to assign to a particular contractor. On the positive side, it could be argued that the <br />two contractors would be knowledgeable about the City's system for future service needs. <br /> <br />Recommendation: <br /> <br />It is Staff's recommendation that the Council award the project as outlined in project engineer <br />Daryl Kirschenman's March 18, 1998 letter. <br /> <br />Action: ~5~ <br />Adopt Resolution #98-03-XXX awarding Improveme_nt Project #98-13 to EnComm Midwest, <br />LLC in the amount of $272,892.50. <br /> <br />Reviewed by: <br /> <br />City Engineer <br /> <br />CC: 03/24/98 <br /> <br />Shared/Engineer/98-13wh4/032498cc.doc <br /> <br /> <br />
