This panel would allow manual control of this well by June 30, 1998. Due to the uncertainties related to weather, we recommend that the City accept this alternate which will allow the use of this well at the earliest possible time. Permanent control panels which are to be installed as part of the base bid will not be available for use until late Fall, 1998. Total Alternate No. 4 = $3,600.00 Two additional alternate equipment items were submitted by the Contractor. An alternate well pump was proposed by the Contractor. They offered to provide a deduct of $2,400 to substitute Gould Pumps. Since the test pumping has not been completed at this time, we recommend that the project b, awarded with the Base Bid equipment. Should the results of test pumping require a modification to the pump capacity, a change order could be issued at that time. An alternate control supplier was proposed by the Contractor. They offered to provide a deduct of $8,500 to substitute Total Control Systems ('rcs). The Base Bid control supplier, System Controls Services (SCS) has been listed as the control supplier by EnComm Midwest, LLC. This control supplier is currently working on the SCADA system for the City. Keeping both projects, the SCADA system and this project under the same'control supplier provides the City with continuity and consistency. Having two different control suppliers may lead to responsibility and warranty problems. The SCADA system will still be under warranty by SCS when TCS begins to install their hardware and software, and to make changes in the SCADA system programming. As a result, parts of the SCS warranty may be voided after TCS makes changes to incorporate their work. Total Control Systems (TCS) and System Control Services (SCS) are companies essentially equal in size and capability. TCS has performed satisfactorily on other projects of ours, and we are confident they can do a satisfactory job on this project. Historically, we know there will be additional coordination problems on Projects which 'involve two control suppliers which will result in Bonestroo & Assocs. spending extra time to resolve. We have checked with Bacon's Electric, Inc., the low electrical subcontractor, and they have confirmed that TCS has covered all items inclUded in the SCS quotatiom We would prefer to continue to use the same systems inte~ator that has designed the initial SCADA system to maintain continuity. Therefore, we recommend that the project be awarded to Encomm Midwest, LLC for the Total Base Bid amount of $223,422.50 plus Alternate No. 2 and Alternate No. 4for the Total Adjusted Bid amount of $272,892.50.
