SENT <br /> <br />BY: <br /> <br />DNR METRO; <br /> <br />4- 7-98 14:58; 6127727573 => <br /> <br />612 427 5543; <br /> <br />City of R3rnsey <br />Page 2 <br /> <br />In addition to the above Wild and Scenic l>,ivcr requirements, any ordinance amendment affecting <br />lands within the Critical Area District becomes effective only upon the approval of the Department of <br />Natural Resources (formerly administered by Environmental Quality Board from 1974 until 1995), <br />following a review by the Metropolitan Council and DN'R. During the ] 980's, the Environmental <br />Quality Board never approved the City's adopted Environmental Protection Ordinance as being <br />consistent with state Critical Area requirements, Currently, development is to be permitted only in <br />accordance with the Interim Development Regulations which require a ~tructure or road setback of <br />200 feet from the ordinary high water mark and 100 feet from bluQlines. <br /> <br />As you are aware, the DNR is now working with the Metropolitan Council, the National Park <br />Service, and all affected Critical Area communities to reinvigorate the Critical Areas Program to <br />protect and preserve the river and corridor. Matching grant monies have been given to your City by <br />the National Park Service for development .and adoption of a Critical Area Plan and Ordinance that <br />will comply with state laws and be approved. Also, we are in the process of working with City staff <br />over the next year on a comprehensive Mississippi River ordinance which will meet both the <br />requirements of the Critical Areas program and the Wild and Scenic River program.
