I
I
I
I
I
I
I
I
I
I
I

CASE #

AWARD BID FOR ANNUAL PET CLINIC
By: Jo Thieling, Deputy City Clerk

Background:

As you are aware, staff was authorized by Council to proceed with the planning of the spring
events - the Annual Pet Clinic is one of these events. A notice of bid request was sent to local
veterinarian clinics. (See attached notice of bid and thbels.) As has been the case for the past
four years, a small fee will be added per pet vaccination to help defray the administrative costs of
the clinic.

The deadline for accepting bids was Friday, April 3, 1998. One bid was received for the pet
clinic and that was from AMVET of Elk River. AMVET bid the prices the same as last year.
They were awarded the bid last year and conducted a very well-organized clinic, plus Dr.
Gilgenbach and his staff were a pleasure to work with.

Last year the bid prices for the vaccinations were $3 for rabies, $9 for DHLP-P and $6 for Pan
RC-C-P. With the City adding on a small fee, the shots were $6, $10 and $8, respectively. I
contacted the Cities ofAndover, Anoka, Elk River and Ham Lake to inquire about their pet clinic
prices. They are as follows: Anoka: $6 for rabies, $12 for DHLP-P and $7 for Pan RC-C-P
(that's the same as last year); Ham Lake: $5 for rabies, $10 for DHLP-P and $10 for Pan RC-C-
P (that's the same rate as last year); and Andover: $5 for rabies, $15 for DHLP-P and $15 for
Pan RC~C-P (same as last year); Elk River: $8 for rabies, $8 for DHLP-P and $8 for Pan RC-C-
P (we did not have Elk River's rates last year).

Staffis recommending adding $3 to the rabies vaccination, making it $6, $1 to the DHLP-P for a
total of $10 and $2 to the Pan RC-C-P making that vaccination $8. That would be exactly the
same rates as the last couple of years. As in the past, we are also planning to offer pet licenses at
a discounted rate during the clinic. The cost will be $3 for a spayed or neutered pet and $5 for
pets that are not. (The regular fees are $5 and $20, respectively.)

When staff contacted the other cities regarding their vaccination fees, it was found that several of
them offer extra vaccinations (i.e. borditella [vaccination to prevent kennel cough], corona virus,
lymes, etc.) If Council is interested in possibly expanding the services offered, we could ask for
alternative bids next year.

Council Action:

Motion to adopt Resolution #98-04-[,3Wfiwarding the bid for the 1998 Annual Pet Clinic

Motion to direct staffto seek alternative bids for expanding services at the pet clinic for 1999.

Reviewed by:

Copies also distributed to:

Deputy City Clerk

City Administrator
Acting Finance Officer
Administrative Services Manager

CC: 04/14/98·

jmt/A WDPET. doc
