PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Personnel Committee conducted a meeting on Tuesday, March 24, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Garnet <br />Councilmember Sheila Beyer <br /> <br />Also Present: <br /> <br />Councilmember Natalie Haas Steffen <br />City Administrator James E. Norman <br />Administrative Services Manager Linda Waite Smith <br /> <br />CALL TO ORDER <br /> <br />Councilmember Beyer called the regular meeting of the Personnel Committee to order at 5:36 <br />p.m. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case gl: Discuss Appointment to Planning Commission Vacancy <br /> <br />Administrative Services Manager Waite Smith reminded the Committee that on February 24, <br />1998, upon recommendation of the Personnel Committee, the Council appointed Joe Wivoda for <br />one of the vacancies on the Planning Commission but voted to appoint the second person after an <br />interview could be conducted with the sixth applicant, Mr. Leo Anderson. Mr. Anderson was <br />notified by.mail of this action. At a special Planning Commission meeting on March 12, 1998, <br />the Commission passed a motion that the vacancy be re-advertised and that an interview date be <br />advertised, but no deadline for applications be established. Instead, anyone who arrived up to <br />and during the time of the interviews could be interviewed. The rationale for the motion was that <br />the Commission had waited long enough and they wanted the vacancy filled by the April <br />meeting. Ms. Waite Smith reported that Commissioner Deemer relayed this information to her <br />on Monday, March 16. Coincidentally, Mr. Anderson left a voice mail message the same <br />morning saying he was looking forward to the interview and would wait to be notified about the <br />time. She explained that the Planning Commission's motion directly contradicts the motion <br />adopted by Council. It also conflicts with the procedure established by the City Council to fill <br />vacancies on all City commissions.
