Her last day in the office will be March 27,
1998. Ms. Waite Smith asked for a recommendation for Council to accept Ms. Hart's
resignation, effective March 31, 1998, and to authorize staff to begin the process to fill the
Finance Officer position. She presented copies of the current job descr/ption, a proposed
timeline, a copy of the job ad, and a list of publications to advertise the opening. As was
previously authorized, staff hired a consultant to research and recommend a compensation plan
for the City's positions. That same consultant has been asked to give a salary range for this
position. The current range is $52,500 to $60,000 and the current Finance Officer is m'~king
almost $54,000. Ms. Waite Smith asked that the Personnel Committee also recommend that
Senior Accountant Diana Lund be appointed Acting Finance Officer, effective March 30, 1998,
until a new Finance Officer is appointed, and that she be compensated midway between her own
current salary and that of the Finance Officer. This would be $45,816, or about $305 per pay
period. This was figured using the same formula as was used recently to establish the
compensation for the Acting City Administrator. Ms. Waite Smith reported that Ms. Lund had
been planning to take a vacation but is requesting that the vacation accruaI limit be waived
temporarily so she does not lose the vacation time she has on the books. The last request is to
authorize hiring a temporary employee experienced in accounting, to assist the Finance
Department while Ms. Lund is serving as the Acting Finance Officer.

Councilmember Haas Steffen wanted to make certain that if the vacation accrual limit is waived,
that it be documented that the reason is for the year end reports to be completed on time for the
State.

Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend Council accept
Ms. Harris resignation, effective March. 31, 1998, authorize staff to begin the process to fill the
Finance Officer position, recommend that Council adopt the resolution naming Senior
Accountant Diana Lurid the Acting Finance Officer, effective March 30, 1998, until a new
Finance Officer is appointed, that Ms. Lund's compensation as Acting Finance Officer be
established at $45,816 on an annualized basis, that the waiver of vacation accrual limit for Diana
Lund be waived while she is serving as Acting Finance Officer and that staffbe allowed to hire a
temporary employee experienced in accounting, to assist the Finance Department while the
Senior Accountant is serving as the Acting Finance Officer.

Motion carried.
