Schock Co. <br />5844 - 28th Avenue South <br />Minneapolis, MN 55417 <br /> <br />Dear Mr. Swenson: <br /> <br />The City of Ramsey is the lead agency on a project which upgrades a 1.5 mile section of Trunk <br />Highway fl47. It is, therefore, responsible for obtaining the necessary right-of-way for the <br />project and the City is seeking proposals for property acquisition and relocation assistance. <br />Attached is a summary of the land acquisitions which are required. The scope of the work <br />involves 25 individual properties, affecting 21 separate property owners. The work will also <br />include the relocation of 12 residences on the properties. Finally, it will also be necessary to <br />obtain rights-of-access from four commercially zoned parcels on the southern end of the project. <br /> <br />The necessary qualifications for the selected consultant must include: <br /> <br />· Compliance with all licensing requirements established by the State of Minnesota for such <br /> activities including that the company be a licensed real estate broker and ali employees <br /> involved in negotiation services also be licensed as real estate brokers or sales persons. <br />· Evidence of experience in similar activities involving land acquisition for public purpose <br /> projects and associated relocation activities. <br />· Complete familiarity with Minnesota Statutes and the Federal Uniform Relocation Assistance <br /> Act. <br /> <br />Your fn-m is invited to submit qualifications demonstrating compliance with these minimum <br />requirements. <br /> <br />Detailed Scope of Work: The detailed scope of work shall include, but not be limited to, the <br />following negotiation activities: <br /> <br />· Deliver Offer Letter and booklet to owners and begin negotiations. <br />· In negotiations, gather information and work towards resolving disagreements and disputes <br /> to get a purchase agreement signed. <br />· All written and oral communication will be documented in each file. <br />· Prepare a weekly report on status of negotiations. <br />· If condemnation is necessary, provide services as directed by City's attorney. <br />· Meet with City staff to discuss project coordination, timing, and procedures. Attend any <br /> other meetings with staff as required. <br /> <br /> <br />
