I <br /> <br />I <br />I <br /> <br />I <br />! <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE # 3 <br /> <br />Background: <br /> <br />REQUEST FOR SITE PLAN APPROVAL; CASE OF <br />RADEMACHER COMPANIES AND BILL'S SUPERETTE <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Rademacher Companies has submitted a site plan for the development of an 8,000 square foot <br />'convenience store including gas sales and a 2,160 square foot car wash at the intersection of T.H. <br />#47 and 153rd Avenue. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />City Staff'review letter dated May 1, 1998 <br />Draf~ Planning Commission meeting minutes dated May 5,1998 <br />Proposed development permit <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public hearings. However, a copy of the case was <br />sent to the Ramsey Medical Center, the adjacent property to the east, for their information <br />purposes. <br /> <br />Observations: <br /> <br />In accordance with Mn/DOT recommendations, the access from T.H. ~g47 will be a northbound <br />right-in only and by mutual agreement of the developer and the City, will be abandoned when <br />153rd and #47. is signalized. Three accesses are proposed from 153rd Avenue and this is <br />acceptable to the City Engineer. <br /> <br />The project is proposed to be served by sanitary sewer and municipal water. The utility plans <br />show extending the services through the medical clinic property and agreements need to be in <br />place before this can happen. <br /> <br />The building locations exceed all of the setback from property line requirements. Lot or building <br />coverage is restricted to 35% of the lot area; the project is proposed at a 7% lot coverage. <br />Accessory buildings are restricted to 30% of the floor area of the principal building; the <br />accessory car wash is 27% of the size of the principal building. City Code specifies that exterior <br />wall finishes shall consist of natural or prefabricated brick or stone or pre-cast concrete panels or <br />some other material approved by City Council. The building exteriors are proposed to be a <br />combination of brick and rock faced masonry units which is in accordance with City Code. <br />Some decorative metal panels are proposed above the doors and windows. The waste receptacles <br />are proposed to be stored in an enclosure of brick and rock faced masonry units also. <br /> <br /> <br />
