It is necessary that the curb cuts at the bituminous path are constructed to
handicap standards.

Off-Street Parking - Spaces Required: City Code requires one (1) parking space for every 200
square feet of retail space. In this case, the number of parking spaces required would be 40. The
site plan identifies 41 off-street parking spaces with two of those designated for handicap
parking.

Lighting: The site plan submittal is deficient of exterior lighting locations, specifications, and
fixture diagrams.

Drainage and Grading: A grading and drainage plan dated March 4, 1998, by Peter Raatikka
has been submitted. Sheets 1 and 2 of 4 of the plans have been reviewed and are acceptable.
The drainage system is comprised of a network of pipes ranging from 12 to 24 inches which
convey mn-off from the facility from west to east, discharging into an existing sedimentation
basin located in the northeastern comer of the Willow Ridge subdivision. The basin outlets
through a series of wetlands and basins eventually into the Rum River.

Access: The site plan proposes three accesses to 153rd Avenue NW and one access to TH47.
The acc ..ss from State TH47 is 220 feet from the 153rd Avenue NW intersection. It is designed
to be an entrance only for traffic in the northbound lane of TH47, and in accordance with
previous recommendations from Mn/DOT, it will be closed when the intersection of 153rd and
47 is signalized. The access to 153rd Avenue NW that is nearest the intersection of 153rd
Avenue NW and TH47 is approximately 100 feet from the intersection and is designed to be an
entrance only for traffic in the east bound lane of 153rd Avenue NW.

The Planning Commission will be meeting at 7:30 p.m. on Tuesday, May 5, 1998, at the Ramsey
Municipal Center, 15153 Nowthen Boulevard NW, to review the proposed site plan.
