Review Letter: <br />May 1, 1998 <br />Page 2 of 3 <br /> <br />Superette <br /> <br />Utilities: The facility will be served by municipal utilities. The sewer and watermain have been <br />shown to be extended through the medical clinic property and down the right-of-way of 153rd <br />Avenue. This plan is acceptable to the City. The clinic has expressed an interest in the past to <br />have fn'e protection extended closer to their facility': however, no finn commitment has been <br />made by the clinic to granting an easement for the necessary utility extension. The City cannot <br />guarantee this connection will be in place to meet a 1998 installation requirement by the <br />developer. Further discussions and agreement need to be in place before this can happen. <br /> <br />Setbacks: The building location exceeds the 35 foot front, 35 foot rear, and 10/20 foot side <br />setback requirements. <br /> <br />Screening: The abutting properties to the east and south are Business uses. City Code does not <br />require screening between non-residential uses. <br /> <br />Landscaping: City Code requires a 20 foot wide landscaped area along all public streets. This <br />requirement is met along TH47 and 153rd Avenue NW. Additional trees are needed <br />immediately south of the 153rd Avenue NW right-of-way. Four trees should be planted in the <br />easterly island, instead of the three Summit Ash shown on the plan. This same spacing will call <br />for approximately three trees in the west island, and two trees west of the northwesterly entrance. <br />In addition, trees will need to be planted east of the trail. These trees can be sited so as not to <br />obscure the sign. All of the above will benefit the site by reduced snow drifting and reduced <br />wind fi.om the northwest. The above referenced trees may be one inch in caliper, bare root or <br />potted. To protect the long range investment of these trees, species diversity is an important <br />consideration. Oaks, hackberry, basswood and maple are known to do well in sites similar to this <br />one. <br /> <br />Trail: Staffnotes the location of the 8 foot bituminous trail on page A1 of the April I4, 1998, <br />site plan by EM Branstrom Associates Architects. Please note that the path must continue to the <br />north and intersect with t53rd Avenue approximately one car length behind the stop sign. The <br />concrete curb must be depressed to meet ADA guidelines. These same pedestrian ramps should <br />be installed at the TH47 access. In addition, approximately 18 feet of bituminous path will need <br />to be constructed from the TH47 access to the south lot line. <br /> <br />Architectural Standards: City Code restricts exterior wall finishes to natural or prefabricated <br />brick or stone or pre-cast concrete panels or some other material approved by City Council. The <br />building elevations indicate that the principal and car' wash buildings exteriors are to be <br />constructed of a combination of brick and rock faced C.M.U. The principal structure will have <br />pre-finished metal panel extending from the building above the front doors and windows. The <br />structure over the gas pumps will also have pre-finished metal panel on the canopy. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles shall be stored <br />within a completely screened structure or container.
