OF REAL PROPERTY FOR PUBLIC <br />SENIOR HOUSING PURPOSES. <br /> <br /> WHERE~S, the City directed a study to be done by community <br />Partners Research, Inc. for the purposes of determining the City's <br />need for senior public housing; and <br /> <br /> ~HERE~, said study has been completed and its results show a <br />very definite need for public senior housing within the city; and <br /> <br /> WHEREAS, the Council finds that in order to further the public <br />health, safety and convenience of the residents of the City, it is <br />reasonably necessary to acquire certain real property in order to <br />accommodate the construction of a public senior housing project <br />(the "Project"); and <br /> <br /> WHEREAS, the City has authority to acquire real property for <br />the Project by eminent domain pursuant to Minn. Stat. Chapter 117; <br />and <br /> <br /> WHEREA~, the City has the right to acquire the real property <br />prior to the filing of an award by the Court appointed <br />commissioners, pursuant to Minn.
