'1
I
I
I

I
I
I
I
I
I
I
I
I

RECOMMEND APPOINTMENT OF DIANA J. LUND AS FINANCE OFFICER

By: Linda Waite Smith, Administrative Services Manager

Background:

The previous Finance Officer resigned effective March 31, 1998. After discussion with the City
Council, the position description was updated and the position was advertised. The City
Administrator and Administrative Services Manager rated applications according to pre-
established criteria. The five top-rated applicants had two structured interviews on May 13.

The City Administrator and Administrative Services Manager interviewed each candidate using
the same questions, and rated their responses. A technical panel which included Jim Knutson,
Anoka Finance Director and Terry Johnson, Anoka County Manager of Finance and Central
Services, also interviewed each semi-finalist. Interview results were used to narrow the field to
two finalists.

The City Council interviewed the finalists on Tuesday, June 9, and agreed to offer the position to
Diana J. Lund who has been serving as Acting Finance Officer.

Staff Recommendation:

The City Administrator and Administrative Services Manager have worked out details with Ms.
Lund and recommend that the City Council appoint her Finance Officer, effective June 24, 1998
at an annual salary of $52,500. Benefits will be the same as those granted to other employees
except for vacation. As a department head who is not eligible for overtime or compensatory
time, Ms. Lund would receive three weeks of annual vacation per year. Recent department head
appointments have been subject to a one-year probationary period with performance reviews
scheduled at six and twelve months.

Committee Action: /

Recommend that City Council approve the attached resolution appointing Diana J. Lund Finance
Officer, effective June 24, 1998, subject to a one-year probationary period with performance
reviews at six and twelve months, at $52,500 annual salary and three v~eks of vacation.

Reviewed By:

City Administrator
Administrative Services Manager
Acting Finance Officer

PC 6/23/98
