vul~,-,o w~l]'u~; lO:Ol *****************,** TEL:612 421 9511 P, 005

Counciknember Haas Steffen suggested the City look at the depth of the River to see if it makes
any sense to go that far up river. She stated that there should be no danger for canoes if the River
is shallow since high speed boats could not use it anyway. She suggested that staff determine the
River depth in that location.

City Engineer Jankowski stated he was on the canoe tour of the Rum River and found the depth is
variable with some areas being very shallow and others being deeper.

Mayor Garnet stated that four feet is about the deepest area of the River in the Boy Scout area
which is by the island.

Councilmember Beahen stated ii'it is designated as a no wake zone, it is a non-issue ii'the River is
shallow.

Douglas Fountain 15255 Fountain(?) Street NW, stated he has the impression fi.om the Council
that there is some relationship with wake to the size of the motor and the depth of the water. I-Ie
advised that propulsion systems are now available that need only inches of water to run. Mr.
Fountain explained that when considering a wake, you need to consider the water disturbance
behind the boat and there is no direct relationship between the size of the motor or the size of the
boat.

Mayor Garnee asked if the Council supports adding Area 3.

Councilmember Beahen stated that she supports a no wake zone including Area 3 and the 5.2 mile
marker to the border.

Dave Perkins, 15775 luniper Ridge Drive, stated there are no residents here tonight to complain
about that area and asked why it would be added as a no wake zone. He stated that the Rum
River is a Scenic River and threatened to take the City to court. Mr. Perkins stated he does not
want buoys in it and noted that the Rivers Bend area is the one having the problem and it is not
fair to penalize the rest of the River.

City Attorney Goodrich noted the consideration would be to add descriptions to the ordinance.
He stated that staffwill need to prepare a description for that specific area.

Mr. Iankowsld stated that the numbers indicated on the maps are the mile markers from the
mouth of the River and stall'can call out the mile markers in the description.

City Attorney Goodrich suggested that Section #3 of the ordinance be mended to indicate fi.om
the 7.2 mile marker to the 6.3 mile marker and from the 5.2 mile marker to the Ramsey/Anoka
border.

Motion by Councilmember Haas Steffen to introduce an Ordinance regulating the operation of
watercraft on the Rum River in the City of Ramsey, Minnesota, identifying the no wake zone as
being from the Ramsey/Anoka city limits to 5.2 mile marker.

City Council/June 9, 1998
