MEMORANDUM

DATE: July 8, 1998

TO:

Ramsey City Council

FROM:

Zoning Administrator Sylvia Frolik

CC:

City Administrator Jim Norman

1997 CDBG Funds

On January 27, 1998, the City Council designated the use of the City's 1998 CDBG
allocation for site acquisition for a senior housing project. At that time, we also had an
unspent balance of $11,289.00 from our 1997 CDBG allocation that we incorporated into
the senior housing project.

According to Anoka County Community Development Department, we can't reallocate
funds to a non-existent project. Technically, on January 27 the senior housing facility
was non-existent because it had not yet been approved by the County Board. However,
the senior housing project has now been approved by the County Board and HUD and we
can now reallocate any previously unspent funds toward that project. The County has
requested adoption of a resolution reaffirming our desire to allocate the $11,289.00 from
1997 to site acquisition for a senior housing facility.

The proposed resolution is attached for Council consideration.
