CASE # I UPDATE ON T.H. ~q47 STP PROJECT (IMPROVEMENT PROJECT #98-14) By: Steve Jankowski, City Engineer Background: The T.H. f/-47 STP Project was announced in February 1998. The City has retained SI[F, Inc. to prepare plans and specifications and necessary environmental documents, and Evergreen Land Services, Inc. to perform the necessary land and right-of-way acquisition for this project. The last progress report was made at the April 28,1998 Road and Bridge Committee meeting. Since that report, the following significant project events have occurred: On May 4, 1998, the City held a public hearing on the project ~ City Hail. A record of meeting highlights is attached. A Project Path Report has been prepared and submitted and accepted by MnDOT. This report serves as a seeping document of the impact the project will have on the area and the environment. We have received comments on the project fi.om the Anoka County Highway Department and Paul and Kimberl7 Foss of the Willow Ridge subdivision. Both documents, which are attached, have been sent to SKF, Inc. We have received a letter from MnDOT dated June 2, I998, advising the City that it is now authorized to proceed with the environmental assessment and that property can now be acquired under hardship or protective buys. In addition to the T.H. g47 STP Project, the City has identified a number of additional projects which ideally could be performed in conjunction with"the T.H. ~47 STP Project. erie project that would be critically involved with the T.H. ~47 Project is the development of Sunwood Drive from Sunny Ponds to I49th Avenue. This project involves the construction of'the fourth leg of the integration. If not done concurrently with the T.H. g47 Project, additional costs can be anticipated when the intersection is remodeled from three legs to four legs. Attached is a proposal from SRF, Inc. to incorporate this work with the T.H. ~47 plans and specifications. Many of the work tasks are similar to those being performed for the tdghway project such as wetland delineation, soil boring, and surveying functions. A separate bid schedule could be included with the T.H. g47 Project to avoid many of the overhead costs such as bid document preparation, solicitation, and advertisement. The cost of th.is work is estimated at $31,000. Finally, a revised project cost estimate was requested following the public hearing because additional properties were identified for acq.uisition a~er the preliminary design was prepared.
