to service the entire area between Ramsey Boulevard and Armstrong Boulevard that will be <br />opened for development by the extension of County Road # i 16. <br /> <br />Funding for the project will be from sewer and water trunk charges, but there will be some <br />disruption to 143rd Avenue and potentially curb, gutter, and storm sewer costs in the amount of <br />$52,000 could be special assessed to fronting property owners. The Committee directed staff to <br />contact property owners and solicit proposals for the engineering work. <br /> <br />Action: <br /> <br />None required at this time. Future action will be presented at the August 1 lth Council meeting. <br /> <br />Case #4: Report on Storm Water Management Implementation <br /> <br />On July 21, 1998, the City Administrator, Director of Public Works, and the City Engineer met <br />with Mr. Charlie LeFevere of Kennedy and Graven to discuss storm water financing and <br />utilization of County ditches as an element of our storm water system. Mr. LeFevere suggested <br />that the most appropriate method for funding storm water improvements would be the <br />development of a storm water utility. He will issue a memorandum outlining the steps necessary <br />to establish such a utility. <br /> <br />Mr. LeFevere also indicated he would contact the County Engineer and the County Attorney to <br />determine how the County ditches might be restored to their original cross-section. <br /> <br />Council Action: <br /> <br />None required at this time. An update on this will be scheduled for the August 18, 1998, Road <br />and Bridge Committee meeting. <br /> <br />Case #5: Consider Authorization of Trunk Highway #47 Property Appraisals <br /> <br />The schedule for the Trunk Highway #47 project is approximately one month behind schedule. <br />The public hearing originally scheduled for mid-August is now likely to be in late September. <br />Property appraisals were proposed to be scheduled for August. Staff feels we should continue to <br />pursue the property acquisitio.n as~expeditiously as possible to avoid future delays. <br /> <br />The firm of Evergree~d Services sought two proposals for appraisal services which were <br />received on Friday, ~[ug~t~4, 1998. The firm of Orion Appraisals provided a quote of $4,550, <br />and the firm of BCL~-A~praisals submitted a quote of $6,500. Bud Storm of Evergreen Land <br />Services recommended the higher bid of BCL be authorized for the appraisal services. The <br />reason for the recommendation was a result of pre-bid research provided by BCL Appraisal <br />Services that uncovered hidden costs for additional services. BCL Appraisal included the cost in <br />their bid and Mr. Storm determined that Orion Appraisals would be required to bill the City for <br />the additional services with the result being a higher bid. <br /> <br /> <br />
