Site Plan Review: Building Fasteners <br />July 28, 1998 <br />Page 2 of 3 <br /> <br />Waste Storage: The plan proposes to have two t-rash enclosures. The enclosures will be <br />constructed of materials matching the building and ¢filI have a vertical cedar gate with cedar <br />latch. <br /> <br />Landscaping and Screening: The Plan complies with the requirement for 20 foot wide <br />landscaped areas along Sunwood Drive and the future Jasper Street. Staff recommends that the <br />Plan be modified to provide additional trees at the east and south sides of the property at a <br />density similar to the proposed plantings (note that they may be of smaller caliper). Also, the <br />east t/2 of the north side, and the south 1/2 of the west side should include trees similar to the <br />above. Additional trees on the south I/2 of the west side will help screen dock activity from the <br />adjacent parcel to the west. Please note that the caliper of the Plan's proposed trees are of lesser <br />size than similar projects in AEC Energy Park and are the minimum size acceptable to City Staff. <br />A substitute maple species for the Amur Maple is strongly encouraged. These trees (especially <br />in this location) will frost, crack and subsequently decline. A list of vegetation that has a good <br />survival rate in the Anoka County Sand Plain is attached for your information. The site is <br />surrounded by Business Warehouse zoning and no screening is required from adjacent parcels. <br /> <br />Off-Street Parking - Spaces Required: City Code requires one parking space for every person <br />on the maximum work shift. The proposed site plan does not identify the number of employees. <br />Instead the architects/developer determined the number of spaces using square footage of office <br />at t:150, and warehouse at 1:400 for the first 6,000 square feet and 1/1000 for the remaining <br />23,671 square feet, which totals 51 spaces .required, The plan provides 51 parking stalls <br />including two stalls for handicapped parking. It appears Building Fasteners will have <br />approximately 20 employees, and may lease a portion of the building to other one or two other <br />businesses (5-20 employees). Therefore, approximately 40 employees total may fill the <br />maximum work shift in the proposed building. Staff finds the proposed number of parking <br />spaces to be sufficient to comply with City Code. <br /> <br />Off-Street Parking - Design: In accordance with City Code, all driveways, off-street parking <br />and maneuvering areas are proposed to be surfaced with bituminous paving. The parking surface <br />will be finished with B 6/12 concrete curbing. <br /> <br />Loading Berthsi City Code requires a minimum of one loading berth in a 31,000 square foot <br />building. The Floor Plan and Building Elevations identify four loading docks and two overhead <br />doors, which exceeds City Code minimums. Also in accordance with City Code, the loading <br />berths are located at thc rear of the building. <br /> <br />Drainage and Grading: The City Engineer was not available to review the Drainage and <br />Grading Plans this week. The Engineer will be attending the Planning Commission meeting to <br />deliver a verbal report.
