ORDINANCE #98-_ CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AR AMENDMENT TO CHAPTER 4 WHICH IS KNOWN AS THE PUBLIC FACILITIES AND IMPROVEMENTS CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. AN ORDINANCE ADDING SECTION 4.~0 "AR~A RESTRICTIONS ON THE EXTENSION OF PUBLIC SEWER AND WATER BERVICES" TO CHAPTER 4 OF THE CITY CODE OF RAMBEY. The City of Ramsey ordains: 4.80.01 AUTHORITY This ordinance is adopted pursuant to the authority granted the City council by Sections 1.2 and 3.4 of the Ramsey City Charter. 4.80.02 PURPOSE The purpose of this ordinance is to define those areas of the City which will NOT generally be req%/ired to connect to City water and sewer. 4.80.03 APPLIC~BILITY This ordinance applies to those areas of the City located in the Urban Reserve Area as identified and shown on the attached City map. The said attached map is labeled Exhibit "A" and is incorporated herein and made a part of this ordinance. 4.80.04 R~GULATIONS The Urban Reserve Areas identified on Exhibit "A" are areas of the City where properties shall NOT be required to connect to City sewer and water improvements unless one of the following events occur: The public improvement is petitioned for by residents pursuant to the provisions of City Chartsr Chapter 8; or The City, Minnesota Department of Health and/or the Minnesota Pollution Control Agency ("MPCA") determine that a public health hazard exists which hazard will be alleviated by the installation of public sewer and/or water utilities. 4.80.05 EFFECTIVE DATE The effective date of this Ordinance is thirty (30) days after its passage and publication, subject to the City Charter Section 5.07.
