I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />! <br /> <br />I <br />I <br /> <br />CASE # <br /> <br />CONSIDER SEWER AND WATER EXTENSION TO BURGER KING <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Burger King has petitioned the City for inclusion into the MUSA and, if approved, would require <br />sewer and water extension for services at their site, which is located on the west side of County <br />Road #56 between the railroad tracks and T.H. 10. <br /> <br />There are a number of alternatives for extending municipal service to this site and I am <br />recommending consideration of the route illustrated on the attachment to this case. Over the <br />short term, the above route is not the least expensive alternative, however, I have recommended <br />it for the following reasons: <br /> <br />1) <br /> <br />It will provide trunk sanitary sewer to the undeveloped area between C.R. #56 and C.R. <br />#83. This area has great potential for development, particularly with the construction of <br />C.R.#I16providingaccess. Sewer and water trunk charges from this area have the <br />potential for generating as much as $3.28 million. <br /> <br />2) <br /> <br />This project will provide an opportunity for the upgrading of 143rd Avenue, with curb <br />and gutter and storm sewer. These improvements are more consistent with the standards <br />of the City's business park areas. <br /> <br />3) This alignment will require no easements and can be pursued in a timely manner. <br /> <br />This extension would consist of installing approximately 1000 feet of 27~inch sanitary sewer <br />down 143rd Avenue, which would be jacked across C.R. #56. A smaller ten inch sewer would <br />be extended southward and jacked across the railroad track to provide gravity sewer service to <br />the site. This project would require the removal of all the pavement and the restoration could <br />include curb and gutter and storm sewer, two improvements which presently do not exist in the <br />street. It would be possible to assess property owners for these improvements. The Road and <br />Bridge Committee directed that affected property owners be contacted prior to advancing the <br />project further. <br /> <br />At the time of this writing, staff has had a dialog with three of the four property owners. The <br />fourth property, a vacant parcel located on the southwest comer of Jaspar and 143rd Avenue, has <br />been sent a letter requesting contact with City staff prior to the meeting. The response from <br />Sharp and Associates, the sole property owner on the north side of 143rd, was favorable to the <br />project. Both the storm sewer and the curb and gutter were felt to be very desirable <br />improvements. The Water Products property, on the comer of Ramsey Boulevard and' 143rd, <br />expressed the opinion that curb and gutter would provide no direct benefit to their property, but <br />indicated that they were very interested in the improvement of the neighborhood. There was a <br />concession that the addition of these improvements would attract the type of businesses they <br /> <br /> <br />
