would like to see in their industrial neighborhood. Mr. Robert Debee, owner of the vacant
property immediately east of Water Products, expressed the opinion that the project was
anticipated at some point in the near future, and that he would not oppose the project, particularly
if there was consensus for it by the other property owners.

Financing:

A breakdown of the project cost can be separated into three categories as follows:

Sanitary Sewer Extension
Watermain Extension
Improvement to 143rd Avenue
Total

Total Pr~ect Costs
$239,800
$148,900
$ 52.900
$441,600

Details of these costs are presented in the attachment "Construction Cost Estimates for Municipal
Utilities Extension to Burger King Site". In addition to the construction costs, overhead costs of
30% have been added to arrive at the above total project costs. The restoration costs have been
divided proportional between the sanitary sewer and the watermain projects.

It is proposed to finance the sanitary sewer extension, and the watermain extension out of the
sewer and water utility trunk funds. The improvements to 143rd Avenue could utilize other
funding such as Special Assessment or EDA. However, the special assessment process will not
allow this project to be pursued for completion this fall.

Recommendation:

Staff recommends authorizing this project with the funding source for sewer and water from the
sewer and water trunk fund, and EDA funds for the curb and gutter and storm improvements, and
also, recommends that the Council authorize plans and specifications to be proposed by the City
engineer through a consultant.

Reviewed by:

City Administrator
Director of Public Works
Finance Officer
City Attorney

CC: 08/11/98

jo/BurgKing, doc

I
I
I
I
I
I
I
I
I

I
I
I
I
I
I
I
i
I
