10. 11. 12. 13, 14. 15. That the grading operation will not increase the traffic to and from the subject property for the period of time the permit is in effect. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare. That the proposed use will not substantially adversely impair the use, enjoyment, or market value of any surrounding property. That the proposed use will not be hazardous to existing or future neighboring uses. That the proposed use will not be disturbing to existing neigh_boring uses during the term of the permit. That the proposed use wiI1 be served adequately by public facilities and services such as highways and streets. That the proposed use will not create excessive additional requirements at public cost for public facilities and services, and it ill not be detrimental to the economic welfare of the community. 16. That the proposed activities, processes, materials, and equipment and conditions of operation that will not be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, glare, or odors are controlled by City Code and should the permit be granted, these private rights will be protected by the contract entered into with the City.
