Re6all that the project estimate
was $441,600 and that $388,700 was attributable to sanitary sewer and water, but that $54,900
should be attributable to the installation of curb and gutter and storm sewer on 143rd Avenue.

A review of the funding possibilities would suggest that TIF might be the most appropriate
vehicle with which to fund this improvement. The project area falls outside the current TIF
Improvement District boundary but is included in the area currently being proposed for an
expanded district.

Staff is consulting with Kennedy and Graven to determine whether this small element of the
project can be funded by TIF.

Recommendation:

Based upon advice of legal counsel.

Council Action:

Based upon recommendation and discussion.

Reviewed by:

City Administrator
City Attorney
City Engineer
Director of Public Works
Finance Officer

CC: 08/25/98
