I <br /> <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Anoka County Contract # <br /> <br />JOINT PowERs AGREEMENT <br /> <br /> THIS AGREEMENT, made this day of ,1998, by and <br /> <br />between the City of Ramsey, Minnesota (the "City") and the Anoka County Housing and <br />Redevelopment Authority (the "ACHRA"), both bodies politic and organized under the laws of <br />the State of Minnesota, pursuant to Minn. Stat. § 471.59. <br /> <br />RECITALS <br /> <br /> WHEREAS, a market study, dated January 1998, demonstrated a need for fifty units of <br />senior citizen housing in the Ramsey area; and <br /> <br /> WHEREAS, the ACHRA possesses the necessary expertise in housing administration, <br />certain bonding authority and management capability to own and operate such a facility, and to <br />generate funds with which to enable completion of the construction and occupancy of a 50-unit <br />dwelling facility to house seniors, together with such ancillary facilities as may be necessary or <br />appropriate to the facility (hereinafter referred to as the "Project"). <br /> <br /> WHEREAS, the City has selected a site on which the Project is to be constructed <br />(hereinafter referred to as the "Project Site"); and <br /> <br /> WHEREAS, both the City and the ACHRA desire to jointly work toward the goal of <br />completing the Project. <br /> <br />NOW, THEREFORE, IT IS HEREBY AGREED: <br /> <br />SECTION 1. INITIAL DEVELOPMENT STAGE. <br /> <br /> A. Land Acquisition. The City has commenced condemnation proceedings under <br /> <br />Minnesota Statutes, Chapter 117 to acquire fee title to the Project Site, the legal description of <br />which is attached hereto and incorporated as part of this Agreement as Exhibit A.
