Norman, City Administrator

Background:

The current Capital Improvement Program shows the purchase of property for the
153/155 Avenue extension improvement project take place in the year 1999. The land
would be acquired for the extension of 153rd at Armstrong Avenue to 155th at Variolite.
A request by the property owner to proceed with the acquisition process was made to City
staff in June of this year and request a second time more recently.

Attached to the ease is a letter from Dennis Peck, representing Dave Smith the owner of
the property being considered for the improvement project.

If the Committee would consider recommending moving the acquisition of property from
1999 to 1998, the project would require an addition to the 1998 Capital Improvements
Program and the authorization to proceed with negotiations with the property owner.

Financing:

Financing for the land acquisition for the extension of 153rd to 155th Avenue would be
derived from the tax increment financing fund.

Committee Action:

Motion to recommend City Council amend the 1998 Capital Improvement Program to
include the 153/155 Avenue extension land acquisition and direct staff to begin
negotiation with the property owner of the subject property.

Reviewed by:

City Administrator
City Engineer
Director of Public Works ,
Finance Officer

R&B: 08/I8/98

jmt/15 315 5. doc
