Acting Chair Johns asked about Item #12 in the plan for the year 2000, regarding the Central Park <br />road and picnic area. She asked whether money from lawTul gambling would affect the principal, <br />and if the City can afford this. <br /> <br />Mr. Kapler replied that he will check into this, and that Mark Boos would bring an answer to the <br />next meeting. <br /> <br />Commissioner Droegemueller asked when development wo.uld begin, once the Central Park East <br />land has been purchased. <br /> <br />Mr. Kapler replied that, in his opinion, the seller is interested in terms of 10 years. Mr. Kapler <br />added that he'd like to see development started as soon as the money is available, and that it's <br />safe to assume the property is purchased. <br /> <br />Commissioner Asfahl stated that after the picnic area and road is paid for, the land payments <br />could follow. She added that this should be manageable. <br /> <br />Commissioner Droegemueller said projects need to be completed in full, such as trails, rather than <br />simply sectic;ns at a time. He added that a 10,year project would not be an efficient method for <br />developing large parks. <br /> <br />.Acting Chair Johns asked if there are any concerns with the draft C.I.P. She stated she is <br />concerned with the pedestrian crossing at 153rd. She asked whether speed bumps could be <br />installed. <br /> <br />Mr. Lacey agreed with this crossing as a concern. <br /> <br />Commissioner AsfahI suggested adding a traffic stop sign to this crossing. <br /> <br />Commissioner LaMere stated he believes the crossing at Sunfish is even worse. <br /> <br />Commissioner Droegemueller suggested an elevated crossing. <br /> <br />Acting Chair Johns stated that no, this would not be necessary. She has general concerns over <br />this and other crossings, and is suggesting signage, etc. <br /> <br />Commissioner Droegemueller said it makes sense to place crosswalks at park entrances, and stop <br />signs at these entrances for traffic. <br /> <br />Mr. Kapler stated only 30 or 55 m.p.h, speed limits can be instituted, and that anything else would <br />require a variance.
