This access is located at the center of the west property line on
Traprock Street within Traprock Commons subdivision.

The park space is primarily used by the Ramsey Rangers Saddle Club which has approximately
six scheduled events there each year. Recently, neighbors have been concerned with the number
of people driving through the park from one street to another, often at what is considered to be a
high rate of speed.

Notification:

The neighbors of Traprock Commons
proposing closure of the west entrance.
notified of the pending action.

have received the attached letter by Mayor Gamec
In addition, the Ramsey Rangers Saddle Club has been

Observations:

On Thursday, September 10, 1998, the City of Ramsey Park and Recreation Commission acted
on the vehicular closure issue and motioned that City Council recommend closure of the west
side with posts and/or landscaping. It was explained to the Commission the one opportunity for
addressing the closure would be for City staff to coordinate a post and landscape project with an
Eagle Scout who is currently preparing a beautification proposal for the park. Up to 45 wooden
posts (without cable) at $8 to $10 each would secure the west side. If time allows, the City could
also relocate plant materials there via a 36-inch tree spade later this fall. Funding for the posts
and any landscaping would come from the park's operating budget. Should the entrance be
desired in the future, it can easily be put back into service.

Council Action:,~

recommend that City staff proceed with the closure of the MSt side of Traprock
Motion
to
Commons Park.

Reviewed by:

Copies also distributed to:

Mayor
Director of Public Works
Parks/Utilities Supervisor

Police Chief

CC:09/22/98
/ccr
