CASE <br /> <br />! <br /> <br />REPORT FROM ROAD AND BRIDGE <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The Road and Bridge Committee met on October 20, 1998, and discussed the following four cases. <br /> <br />1) Update on T.H. #47 STP Project <br /> <br />Jim Dvorak and Dennis Eyler from SRF, Inc., the City's engineering consultants for the project, were <br />present to discuss the signalization of 142nd Avenue as a portion of this project. Although there were <br />other comments, the only one of significance involved this issue. Greg Rajanen presented a petition <br />containing additional signatures for the signalization of 142nd Avenue and T.H. #47. Mr. Eyler, who <br />prepared the T.H. #47 corridor study, suggested that he meet with higher echelon officials from <br />MnDOT to discuss the unique aspects of the 142nd Avenue intersection. Because of MnDOT <br />comments, it is anticipated that the issuance of the Finding of No Significant Impact (FONSI) will be <br />no earlier than January 1, 1998. This means no property purchase offers can be made until after that <br />time. Staff was directed to research whether that date of guaranteed occupancy could be extended from <br />the current June 30, 1999 date. <br /> <br />Consultants also advised that a pedestrian overpass or tunnel could be expected lightly used, and the <br />consensus of the Committee was that this element should probably be pursued no further. <br /> <br />Also attached is a review of the estimated construction cost for the project, including Sunwood Drive. <br />This cost estimate for the T.H. #47 STP Project is about $100,000 higher than the February cost <br />estimate of $2,850,000. The Sunwood Drive project is very close to the $352,000 total project cost <br />estimated in the 1999 CIP. <br /> <br />Committee Action: <br /> <br />The Committee directed the consultants to meet with MnDOT at the earliest possible opportunity to <br />resolve the 142nd Avenue signalization issue. <br /> <br />No Council action is necessary at this time. <br /> <br />2) Authorize Updating Appraisal for Properties Needed for 153/155 Avenue Project <br /> <br />In order to acquire right-of-way for this project, six properties were appraised in February 1996 to <br />provide the basis for acquisition offers to the property owners. Since these appraisals are nearly three <br />years old, they need 'to be updated to reflect current market conditions. The Council had directed staff <br />to begin negotiation with these property owners at the August 25, 1998 Council meeting. <br /> <br />Committee Action: <br /> <br />The Road and Bridge Committee directed staff to update the 153/155 Avenue appraisals at a cost of <br />$3,500. <br /> <br />Council Action: <br /> <br />Motion to ratify the Road and Bridge Committee's direction. <br /> <br /> <br />
