3) Review Issues to Discuss with City of Anoka <br /> <br />The following issues were discussed with the City of Anoka on Wednesday, October 21 and a <br />summary of that discussion is presented: <br /> <br /> Discuss the signalization of C.R. #116 and Dysprosium Street and the improvement of C.R. #116 <br /> from T.H. #47 to C.R. #57. The cities of Ramsey and Anoka will meet with Anoka County to <br /> define an improvement project along this segment C.R. #116. Access control will also be <br /> discussed. This meeting has been scheculed for 3:00 p.m., November 4, 1998, at Anoka County. <br />· Discuss the drainage from Business Park 95. All of Business Park 95 ultimately drains to a <br /> regional detention pond which is located on the Ramsey/Anoka border. An outlet for this basin <br /> will be needed in the future as the Park develops and the infiltration capacity of the pond decreases <br /> with time. The City has the alternatives of discharging to Anoka's storm system Enterprise Park or <br /> develop its own outlet to the Mississippi River to the south. Ramsey staff will evaluate the cost of <br /> constructing a storm outlet to the south. The City of Anoka will provide a cost for discharging into <br /> the Enterprise Park system after receiving a description of the contributing drainage area. <br />· Discuss the connection of McKinley Street between Ramsey and Anoka. Although the connection <br /> of McKinley Street between the two cities has been an issue between the two communities since <br /> the development of both our adjacent industrial parks, it was pointed out by Anoka that there has <br /> been no formal communication on the topic. It was agreed that a listing of the pros and cons of the <br /> connection be made by both communities and a subsequent meeting be held. <br /> <br /> Council Action: <br />~Motion to direct staff to evaluate the cost of constructing a storm outlet for Business Park 95 and do a <br /> <br />cost comparison with the cost to be provided by Anoka for discharging into their system, and to <br />compile a listing of the pros and cons for connecting McKinley Street between Ramsey and Anoka and <br />schedule a meeting to discuss with the City of Anoka. <br /> <br />4) Discuss policy for issuing access to the limited access County Road. <br /> <br />This topic was added to the agenda and is based on a request by a Mrs. Miltis for access to C.R. #116 <br />from a pole barn located on her property at the southwest comer of C.R. #116 and C.R. #56. The <br />Committee decided that direct access to the highway would not be in the public interest as C.R. #116 <br />must be preserved for the purpose of moving traffic. The possibility of access to a frontage road would <br />be an acceptable alternative, however, it would be premature at this time to determine whether this <br />would be a feasible alternative.
