Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Case #6: Authorization of Cable Franchise Ordinance <br /> <br />City Administrator Norman stated a recent recommendation by the Quad Cities Cable <br />Commission is asking each of the cities to amend their cable franchise ordinance. This ordinance <br />would extend the cable franchise term to March 18, 1999. This recommendation has come about <br />due to the Cable Commission needing time to negotiate a new cable franchise agreement. On <br />September 22, 1998, the Council introduced such an ordinance which is now being presented for <br />formal adoption. <br /> <br />Councilmember Beahen excused herself from the meeting at this point. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen to adopt <br />Ordinance #98-16 to amend Cable Franchise Ordinance, Article II, Section 4, Franchise Term. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman and Haas Steff'en. <br />Voting No: None. Absent: Councilmembers Beahen and Beyer. <br /> <br />Case #7 <br /> <br />Adopt Ordinance to Establish Development Moratorium on Certain Parcels <br />Located on Highway #10 NW Adjacent to City of Anoka; Case of City of <br />Ramsey <br /> <br />This agenda item was addressed earlier in the meeting. <br /> <br />Case #8: Report from Personnel Committee <br /> <br />1) Recommend Promotion of Grant Riemer to Streets Supervisor Position <br /> <br />Director of Public Works Kapler noted that this position was posted internally, two applicants <br />expressed interest, and interviews were conducted by an interview committee asking the same <br />questions and making ratings. It is the unanimous recommendation of the Personnel Committee <br />to promote Grant Riemer to the position of Public Street Supervisor. <br /> <br />Mayor Gamec asked about the effective hiring date. <br /> <br />Finance Officer Lund agreed the hiring action is usually effective as of the date of approval which <br />would be the October 14th. <br /> <br />City Council/October 13, 1998 <br /> Page 19 of 22 <br /> <br /> <br />
