I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />i <br /> <br />Based on the signal warrants analysis, installation of traffic signal is watTanted at <br />the TH 47 and 142nd Avenue NW intersection by satisfying the following signal <br />warrants of the Mn/MUTCD: Warrant 2 - Interruption of Continue Traffic <br />Warrants, Warrant 9 - Four Hour Volume Warrant, and Warrant 11 - Peak Hour <br />Volume Warrant (see the Appendix). <br /> <br />This area along TH 47 will experience sizeable growth, increasing the traffic at <br />the intersection, especially along TH 47. Also, majo_.r roadway improvements are <br />scheduled to occur along TH 47 in the near future. Improvements include median <br />installation and the addition of shoulders throughout much of the corridor. These <br />improvements will restrict entry and exit into many existing access points along <br />TH 47. In the vicinity of 142nd Avenue NW, approximately 5 access points will <br />be restricted or eliminated by the revamped roadway. The reduction of TH 47 <br />access points increases the importance of the 142nd Avenue NW intersection; <br />many drivers need this intersection in order to reach destinations that currently <br />have access to TH 47. Therefore, signalization at 142nd Avenue NW is important <br />in order to keep up with the improvements of the TH 47 corridor. Since TH 47 <br />will be rebuilt in the near future, it would be advantageous to install a signal at the <br />142nd Avenue NW intersection'while these roadway improvements are occurring. <br /> <br />B. Access Consolidation <br /> <br />The proposed signal for the intersection of TH 47 and 142nd Avenue NW is an <br />integral part of the goals and objectives of the TH 47 reconstruction project. The <br />installation of a traffic signal at this location will enable the City of Ramsey to be <br />able to acquire controlled access along TH 47. This acquisition would obtain the <br />existing rights of access to TH 47 from three undeveloped parcels and to also <br />acquire and remove an existing access to TH 47 from a gas station located in the <br />northeast quadrant of the intersection. In addition the extension of the existing <br />median island northward from CSAH 116 through the area of 141st Street will <br />restrict access at that location to only right turns. <br /> <br />At the CSAH 5 and TH 47 intersection it is proposed to extend the already platted <br />Xkimo Street to TH 47 to create the fourth leg to this intersection. <br /> <br />Farther north along TH 47, the City of Ramsey is acquiring 13 homes and <br />removing their driveways from TH 47. <br /> <br />The City of Ramsey considers the creation of full signaled controlled intersection <br />at 142na Street as integral to the success of the access management measures and <br />to the acceptance of these measures by the elected officials, the community at <br />large and the adjoining property owners. <br /> <br /> <br />
