Approximately 16 access driveways will be completely eliminated by the TH 47 changes,
while approximately 5 driveways will be limited to right- in/right-out movements near
the 142nd Avenue NW. These changes throughout the corridor will effect the traffic at
major intersections such as 142nd Avenue NW. Therefore, signalization is needed to
handle current and projected traffic on TH 47 and 142nd Avenue NW.

V. PUBLIC AND AGENCY INVOLVEMENT

The City of Ramsey, Mn/DOT and FHWA will be required to coordinate funding.

VI. DESIGN CRITERIA AND EXCEPTIONS

No design exceptions to Mn/DOT or AASHTO standards are required.

Vii, JUSTIFICATION

A. Signal Warrants

Traffic signal justification will be based on applying the applicable warrant(s) for
signal installation as outlined in the Minnesota Manual on Uniform Traffic
Control Devices (MMUTCD) and reconciling the roadway geometries, proposed
lane usage, existing traffic volumes, and planned changes in the area roadway
network with the requirements of the MMUTCD and sound traffic engineering
practice.

TH 47 at 142nd Avenue NW

The signal warrants analysis is based on the assumptions shown below:

Warrant Analysis Assumptions

Geometry: Mainline
Minor Street

2 approach lanes
2 approach lanes

Approach Speeds:

Mainline 45 mph
Minor Street 30 mph

The TH 47 at 142nd Avenue NW signal warrant analysis is based on July 24,
I996 16-hour approach volumes collected by SRF Consulting Group, Inc.,
roadway geometrics, and the posted speed limits of 45 mph on the mainline
(TH 47) and 30 mph on the minor street (142nd Avenue NW).

5

I

I
I
I
I
i
I
I
I
I
I
I
I
I
I
I
I
I
