ORDINANCE NO. 98- <br /> <br /> CITY OF RAMSEY <br />Anoka County, Minnesota <br /> <br />AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON THE REZONING AND <br />SUBDIVIDING OF LAND WITHIN A PART OF THE CITY OF RAMSEY, ANOKA <br />COUNTY, MINNESOTA. <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AUTHORITY. <br /> <br /> This Ordinance is adopted pursuant to that authority granted <br />to the City by MSA §462.355, Subd. 4, entitled "Interim Ordinance." <br /> <br />SECTION 2. PREAMBLE AND PURPOSE. <br /> <br /> WHEREAS, the City Council finds that certain elements of its <br />Comprehensive Plan relating to residential development density and <br />the impact of new residential development on existing neighborhoods <br />requires further study in order to implement appropriate per- <br />formance control standards; and <br /> <br /> WHEREAS, the city Council finds that the environmental <br />component of the city's Comprehensive Plan may require further <br />study to determine the impact of residential development density on <br />the City's environmentally sensitive areas; and <br /> <br /> WHERE~S, the city Council finds that an interim ordinance <br />placing a moratorium on the rezoning, subdividing and platting of <br />land within certain areas of the City is necessary to study the <br />above issues and in order to protect the planning process and the <br />health, safety and welfare of the citizens of Ramsey. <br /> <br />SECTION 3. STUDIES. <br /> <br /> The City Council directs its Staff and Consulting Planner to <br />study the issues described above and to make recommendations to the <br />city Council for the adoption of policies, procedures and ordinance <br />amendments relating to Comprehensive Plan amendments adequate to <br />address the above referenced issues. <br /> <br />SECTION 4. PROHIBITION. <br /> <br /> During the term of this Ordinance, notwithstanding Chapter 9 <br />of the City Code, entitled "Zoning and Subdivision of Land," no <br />rezoning, subdivision or platting of any land within the City shall <br />be permitted and no applications for said rezoning and subdivision <br />or platting shall be accepted or acted upon by the City, except as <br />may be permitted by Section 6. below. <br /> <br /> <br />
