ORDINANCE NO. 98- CITY OF RAMSEY Anoka County, Minnesota AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON THE REZONING AND SUBDIVIDING OF LAND WITHIN A PART OF THE CITY OF RAMSEY, ANOKA COUNTY, MINNESOTA. The City of Ramsey Ordains: SECTION 1. AUTHORITY. This Ordinance is adopted pursuant to that authority granted to the City by MSA §462.355, Subd. 4, entitled "Interim Ordinance." SECTION 2. PREAMBLE AND PURPOSE. WHEREAS, the City Council finds that certain elements of its Comprehensive Plan relating to residential development density and the impact of new residential development on existing neighborhoods requires further study in order to implement appropriate per- formance control standards; and WHEREAS, the city Council finds that the environmental component of the city's Comprehensive Plan may require further study to determine the impact of residential development density on the City's environmentally sensitive areas; and WHERE~S, the city Council finds that an interim ordinance placing a moratorium on the rezoning, subdividing and platting of land within certain areas of the City is necessary to study the above issues and in order to protect the planning process and the health, safety and welfare of the citizens of Ramsey. SECTION 3. STUDIES. The City Council directs its Staff and Consulting Planner to study the issues described above and to make recommendations to the city Council for the adoption of policies, procedures and ordinance amendments relating to Comprehensive Plan amendments adequate to address the above referenced issues. SECTION 4. PROHIBITION. During the term of this Ordinance, notwithstanding Chapter 9 of the City Code, entitled "Zoning and Subdivision of Land," no rezoning, subdivision or platting of any land within the City shall be permitted and no applications for said rezoning and subdivision or platting shall be accepted or acted upon by the City, except as may be permitted by Section 6. below.
