FCC CASE

REQUEST FOR ACCEPTANCE OF AN AUTOMATIC
DEFIBRILLATOR UNIT FROM THE STATE OF MINNESOTA

By: David Gustafson, Police Chief
Tim Dwyer, Police Corporal

Background:

In July of 1998, the Ramsey Police Department applied for a grant from the Minnesota
Department of Public Safety which would allow us to receive, free of charge, one
Automatic External DefribiIlator. (AED). These units are used by First Responders to
revive victims of cardiac arrest. The key to the survival of adult cardiac arrest victims
lies with quick response time, early initiation of CPR, and early defibrillation. By having
AED units in our police patrol cars, the chances are much greater that a victim will be
resuscitated. The police department currently has (1) Surviva-Link AED unit in service.
This unit was obtained from a grant from the Anoka County EMS Advisory Council in
1996. The police department would like another AED unit so that two of the on-duty
squads will be equipped with this life saving device. There have been occasions where
the one officer with the AED unit has been tied up on an arrest and/or another priority
call and was unable to respond to the medical call; this has left the responding officer
without an AED unit.

On November 16, 1998, the Department of Public Safety notified our office that the
Ramsey Police Department has been selected to receive (1) Laerdal / Heartstream AED
unit. There were over 600 requests from 129 departments for the available 220 AED
units We are very pleased to have been selected to receive one of these units.

In order to receive the AED that we were awarded, the Department of Public Safety
requires an original resolution from the governing body authorizing the acceptance of the
AED unit. This clocument needs to identify who within our agency has the authority to
sign off on the grant agreement.

Council Action: ~L_.C)
Motion to adopt a resolution authorizing the acceptance of the grant award of(l)
Laerdal / Heartstrearn Automatic External Defibrillator from the Minnesota Department
of Public Safety for use by the Ramsey Police Department.

Reviewed by: Finance Officer Diana Lund and City Administrator Jim Norman

/bP-
