CmE # <br /> <br />REQUEST FOR SITE PLAN REVIEW OF CARLSON COLLISION CENTER; <br />CASE OF TROY CARLSON AND PAUL MEYER ARCHITECTS, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Troy Carlson is seeking site plan review to develop an 8,448 square foot auto body repair facility <br />on Hwy. #10. The development is proposed on Lots 1 and 2 of Guy Addition. The following <br />items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated January 28, 1998 <br /> <br />Notification: <br /> <br />Site plans are not required to be subjected to a public hearing. However, it is possible that this <br />particular site plan will require a conditional use permit for an outside storage or holding area for <br />damaged vehicles. If so, area property owners will be notified of the pending develgpment and <br />public hearing. <br /> <br />Observations: <br /> <br />The property is properly zoned for an auto body repair facility. However, Staff is of the opinion <br />that the holding area for vehicles awaiting repairs should be considered outside storage and that <br />is not a generally permitted accessory use on the highway. Therefore, staff is' recommending that <br />the applicant revise the site plan for a totally enclosed operation or obtain a conditional use <br />permit for the vehicle holding or storage yard. <br /> <br />Access to Hwy. #10 is proposed at an existing access on the common property line between Lots <br />2 and 3. This is in accordance with the development agreement for Guy Addition. That <br />development agreement also states that no building permits will be issued for lots in the plat <br />unless evidence is provided that an easement has been granted and recorded from Lots 3 and 4 to <br />Lot 1 and 2 for access purposes. The City has not received any evidence of such an easement <br />being recorded. <br /> <br />The proposed development and the furore addition meet City Code requirements for lot coverage <br />and setbacks. The exterior finish on the building is proposed to be a precast concrete panel or <br />masonry with decorative texture; this is in accordance with City Code. <br /> <br />The City Engineer has determined that the drainage plan is acceptable. <br /> <br /> <br />
