The Site/Landscape plan consists of one sheet prepared by Paul Meyer <br />Architects, Inc. dated January 13, 1998. We are also in receipt of a one sheet building elevation <br />also prepared by Paul Meyer Architects dated January 13,1998, a site survey prepared by Schoell <br />& Madson, Inc. dated January 7, 1998, and a Grading, Drainage & Erosion Control Plan and a <br />Utility Plan prepared by Schoell & Madson, Inc. dated January, 1997. We offer the following <br />comments: <br /> <br />General: The site plan proposes the development of a 8,448 square foot auto body repair facility <br />bicycle sales and service facility on parcels totaling 2.04 acres. Staff questions whether the <br />Grading Plan and the Utility Plan are dated correctly; should they be dated January, 1998? <br /> <br />Zoning: The subject property is zoned B-3 Highway Business for which auto repair is a <br />permitted use. However, it is Staff's opinion that the holding area on the north side of the <br />building for cars awaiting repairs is considered storage and that outside storage is not a generally <br />permitted accessory use on B-3 property. Therefore, it will be staff's recommendation that either <br />the site plan be revised to provide for a totally enclosed operation or a conditional use permit be <br />obtained for this outside storage area. <br /> <br />Access: In accordance with the Development Agreement for Guy Addition, the access to the <br />facility from Hwy. #10 is proposed at an existing access on the common property line of Lots 2 <br />and 3. However, also in accordance with that Development Agreement, the City cannot issue a <br />building p. ermit for Lots 1 and 2 unless evidence is provided that easements for access purposes <br />have been granted to Lots 1 and 2 from Lots 3 and 4, and that such easements have been <br />recorded at the County. The site plan has been forwarded to Mn/DOT for review and comment. <br /> <br />Lot Coverage: Structure coverage in the B-3 Highway Business District is restricted to 35% of <br />the lot or 31,084 square feet. The square footage of the proposed structure is 8,448 with a future <br />addition of 4,032 square feet for an ultimate structure coverage of 12,480 square feet.
