Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #98-02- A RESOLUTION APPROVING THE ISSUANCE OF A CONDITIONAL USE PERMIT TO OPERATE A TWO FAMILY DWELLING UNIT IN THE R-1 RURAL RESIDENTIAL DISTRICT WHEREAS, Scott and Gwyn Simpson have properly applied for a conditional use permit ("Permit") to operate a dwelling in the single family district as a two unit rental building on the property generally known as 16001 Nowthen Blvd. N.W. and legally described as follows: That part of the east 100 feet of the Northeast Quarter of the Southeast Quarter of Section 15, Township 32, Range 25, Anoka County, Minnesota lying northeasterly of the County State Aid Highway Number 5 (also known as Nowthen Boulevard. WHEREAS, the Planning Commission met on February 3, I998, conducted the public heating and recommended City Council approval of the request. NOW THEREFORE, BE IT RESOLVED BY THE CITY COLrNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: Based on Findings of Fact #0 , a conditional use permit (the "Permit") for a two unit dwelling within the single family district is hereby granted to Scott and Gwyn Simpson, (the "Permit Holder"), at 16001 Nowthen Blvd. N.W. (the "Subject Property"). 2. That said Permit shall remain in effect so long as the conditions imposed herein are complied 3. That the structure exterior shall not be further altered to promot~ the appearance of a two unit structure. 4. That the structure shall not be further altered to render it marketable as a duplex or condominium. 5. That there shall be no more than 2 family units occupying the structure at any given time. For purposes of this Permit, a family unit shall be defined as follows: That all occupants of the structure shall be provided with off-street parking and no more than 4 cars shall be parked outside; all other vehicles and equipment on the property must be stored indoors. No unlicensed or inoperable vehicles shall be parked outside.
