Monthly Status Report

Frolik/Pending

Frolik/
Complete

Frolik/
Complete

3/24/98

3/t0/98

3/10/98

Council adopted the f'mdings of fact for Diamonds Sports Bar
and Grill. They approved the CUP with the following
amendments: Term #10 should read: That Permittee shall
enter into an agreement with Anoka County for an option
to purchase appropriate right-of-way for a potential
Mississippi river bridge crossing which would impact the
site. Condition #18 should be .added to read: That the
Permittee shall not permit alcohol beverages to be
consumed on the premises, which alcohol beverages are
not purchased on the premises. They granted final plat
approval to Diamonds contingent upon the developer and the
City Attorney agreeing on sewer and water assessment and a
municipal hook-up schedule and on developer and staff
reaching an agreement on the maintenance guarantee 'for
landscaping, etc. (Syl, the discussion was as follows: The
developer was not aware that he could actually opt out of City
sewer and water hookup when it became available because of
the Charter amendment. That would be quite a large sum of
money tied up - so the developer and the City Attorney will
get together and talk about that. The other thing talked about
was the landscaping - the developer is planning to also
purchase 540 vines for the fence - he. wondered if he could
escrow about 30% of the landscaping material (based on the
materials suggested by Mark Boos) instead. Council stated
that could be worked out with staff. FYI: When all was said
and done - Mr. Gruber stated that at times he got to feeling
like a circus animal - jumping through ali the hoops
however, City staff was so great to work with - Jim Norman
and Steve Jankowski were very helpful - Sylvia Frolik is a
tremendous person and great to work with she is a
tremendous asset to the City of Ramsey. Execute findings,
CUP, development permit and development agreement.

With regard to the findings for the Simpsons - two family
dwelling in single residential - following are the amendments:
#14: will not adversely impact traffic; #15: will not be
dangerous or detrimental;. 16: will not substantially or
adversely impair the use; #17: will be maintained to be
harmonious; #18: will be adequately served; #19: will not
create excessive additional requirements. Amend findings.

Execute Resolution #98-03-040 (Beyer/Beahen/Zimmerman
opposed) adopting Findings of Fact #0450 regarding the
Simpson's request for a CUP for a two-family rental unit at
16001 Nowthen Blvd. NW. Execute Findings.

35,
