We offer the <br />following comments: <br /> <br />General: The proposed plat is a minor subdivision that proposes to create two new 2.5 <br />acre lots from your 35 acre homestead. <br /> <br />Zoning: The property is zoned R-1 Rural Residential and is located in the Rural Service <br />Area. A minor plat of 3 lots in 35 acres is in compliance with the 4 units in 40 acres <br />density restriction. Subdivisions in the Rural Service Area are not required to submit a <br />resubdivision plan to reflect ultimate resubdivision plans when sewer and water are <br />available. The Development Agreement will have to restrict any further resubdivision of <br />Gobernatz 2nd Addition until such time as 4 in 40 density zoning is reduced or repealed, <br />or city sewer and water is available to the property. <br /> <br />Lot Sizes: The current minimum lot size in the Rural Service Area is t0 acres; the two <br />new lots are proposed to be 2.5 acres in size and the homestead will be approximately 30 <br />acres in size. A variance to the 10 acre requirement for the two new lots created was <br />granted by the City of Rarnsey Board o£Adjustment on May 5, 1998. <br /> <br />4. L__9_t Dimensions: All 3 of the lots have at least 200 feet of frontage on a public road. <br /> <br />Wetlands; In keeping with past policy, all wetlands on the property should be identified <br />and designated as drainage and utility easements. <br /> <br />Drainage: The standard drainage and utility easements are proposed to be provided <br />around the perimeter of each of the lots. Currently, drainage in the area drains from the <br />south side of 177th Avenue N.W., north into a landlocked basin. At some point in the <br />future, developmerrt will require that the water be redirected towards Trott Brook because <br />it has an outlet. For that reason, either the drainage pattern should be modified as part of <br />the development agreement, or the City should collect the stormwater management fee to <br />help defray the cost of that future work. <br /> <br /> <br />
