MARK A. HEULE, D.V.M

123 CENTRAL AVENUE, OSSEO, MINNESOTA 55369 · 612/315-4643

To: City of Ramsey Planning Commission

From: Dr. & Mrs. Mark A. Heule

Re:

Request for a conditional use permit to maintain more
than two dogs on our property

Thank you for your consideration of our request for a
conditional use permit (kennel permit) to allow us to
maintain more that two dogs on our property at 7262 162nd
Ln. N.W. in Ramsey.

To supply some background on our request, we purchased our
3.9 acre lot at this location 7 years ago and have maintain-
ed the dogs there since we moved to Ramsey. Although we re-
alize that ignorance is not an excuse, we were misled by our
real estate agent into believing that Ramsey did not have a
dog limit, and because the people we purchased the property
from were maintaining 4 dogs at the time we had no reason
not to believe him. In fact, we discovered we were not in
compliance when we provided the veterinary services for the
Ramsey Spring Pet Clinic in 1994. In all honesty, the
reason we didn't apply for a conditional use permit at that
time was that we had put everything we had into purchasing
our home and simply couldn't afford to move again in the
event that the conditional use permit was denied. During the
seven years we have lived here we have not been notified of
a single complaint of barking or nuscience behavior.

Dr. Heule is a respected small animal veterinarian and his
wife, Doni, is a veterinary technician and veterinary
practice manager. We mention this to assure the city that
these dogs are maintained in the best of health and condi-
