Execute <br /> Development Permit. <br />Froiik/ 6/9/98 Council approved the request f:c~r extension of a conditiohal <br />Complete use permit from David Hansen of the Hansen Tree Farm. <br /> Notify applicant. <br />Frolik/ 6/9/98 Council directed'that the Planning Commission conduct a <br />Complete public hearing and formulate a recommendation regarding the <br /> request for a MUSA boundary modification as requested by <br /> Dolphin Real Estate Partnership. <br /> <br />Frolik/ "' 6/9/~8 <br />Complete Council adopted the ordinance extending the moratorium on <br /> the rezoning and subdividing of land within the City of <br /> Rarnsey. Staff will provide a new ordinance to add sensitive <br /> properties to be presented to Council for consideration at their <br /> next meeting (6/23). You stated that the parcels added will be <br /> those west of the MUSA to the golf course and some selected <br /> commercial and industrial properties within the MUSA. <br />Frolik 6/9/98 Wayne Johnson" was present fo~ the dis'cussion of the <br /> moratorium. He owns a parcel on Ramsey Blvd. that is <br /> within the MUSA line and zoned industrial. They have a <br /> proposal to rezone the property for townhomes but then it <br /> would become subject to the moratorium. Mr. Johnson stated <br /> he is simultaneously requesting it be exempted because of its <br /> small size and the fact that this proposal would be in <br /> accordance with the proposed Comprehensive Plan. however, <br /> if the developer fails to gain the rezoning or financing and <br /> fails to close, he would want the property to remain industrial. <br /> he would then request it not be in the moratorium since it is <br /> zoned industrial and within the MUSA. You explained that <br /> the property is zoned industrial, in the MUSA and not in the <br /> current moratorium. If it becomes residential, it would be <br /> automatically included in the moratorium. Mr. Goodrich <br /> suggested staffwork together with Mr. Johnson on this issue. <br /> <br /> <br />
