CAPITAL IMPROVEMENTS

Street Projects

T.H. #47 Project

This project includes the reconstruction of T.H. g47 from 142nd Avenue to 153rd Avenue. Key
elements of the program include one through lane in each direction and wider paved shoulders.
Full dedicated left and right turn lanes will be provided at each remaining intersection, and the
intersection with I42nd, Xldmo/C.S.A.H. #5, 149th Avenue and 153rd Avenue will be
signalized. A paved bike path along the east side of the highway will be completed the length of
the project. The project will include Anoka County's participation with the realignment of
C.S.A.H. #5 to meet with Xkimo Street. This project has a total cost of $5.4 million and will
receive a $2.3 million federal grant. The City's major costs will be fight-of-way and right-of-
access acquisition and engineering design costs. The City's cost is estimated at $2.5 million.

Sunwood Drive Extension
Sunny Ponds/T.H. #47

The extension of Sunwood Drive from Sunny Ponds to T.H. g47 would complete a key element
in the plan to have Sunwood Drive be a major east/west collector street. This section is included
as a part of the T.H. #47 Corridor Plan as it consolidates a goal of having signalized intersections
at roughly half-mile intervals. Although it would be possible to construct the T.H. #47 project
without this as a concurrent element of the STP project, it will serve to allow T.H. #47 to
function more efficiently and contribute to the signalization warrants for 149th Avenue. There
would also be a reduction in costs by concurrent construction as it would eliminate future re-
signalization and intersection modification costs when the intersection would be reconstructed
from three legs to four legs. The improvement would consist of an approximate 1,500 foot MSA
street section with concrete curb and gutter, and a similar length of sanitary sewer and.
watermain. The project would also include storm sewer and sedimentation basin for discharge
into the adjacent wetland. The major cost estimate for this project include construction costs, the
project overhead costs, and land acquisition of just the mount of fight-of-way necessary from
the Katnis property to facilitate Sunwood Drive. Estimated total project cost is $370,000.

Redevelopment of Katnis Property

The purchase of the 13.2 acre Katnis property along T.H. #47 would serve several important City
goals. It would provide necessary additional fight-of-way for both the T.H. #47 project and the
extension of Sunwood Drive. It would also place access control in the hands of the City, and the
City could redevelop the property consistent with the ultimate comprehensive plan and provide
Lord of Life Church with a desired access to T.H. #47, (a controlled intersection, 149th
Avenue/Sunwood Drive). The project would also include a 600-foot segment of roadway from
Sunwood Drive to the northern Lord of Life boundary. The major cost includes $1 million in
land acquisition and $100,000 in construction and overhead.
