March 12, 1998

Dear Resident,

On March 17, 1998, at 5:00 p.m., the Road and Bridge Committee will be meeting to discuss
several agenda items, one of which includes an update of what has been done relative to the
concerns of the 149th Avenue residents regarding speeding on that street. One of the potential
solutions that has been mentioned in the past is cul-de-sacing the street to prevent through traffic.

Although somewhat different, a similar idea has also been discussed relative to the proposed
connection of the Apple Ridge subdivision with the Halls Dover subdivision. It was suggested
that some type of access be devised which would allow emergency vehicle access, but would be
closed to all other traffic. At the Road and Bridge Committee, we hope to have a constructive
dialog about this type of traffic calming technique. Because your neighborhood has expressed
interest in this type of traffic control, we invite you to share your views as a part of this dialog. I
am' enclosing some background information which has been exempted fi.om two traffic calming
publications.

Sincerely,

CITY OF RAMSEY

Steven J.
