Wetlands <br /> <br />The following Minnesota Department of Natural Resources (DNR) wetlands are along the <br />project corridor: 680W, 665W, 658W and 659W. It is anticipated that the project as proposed <br />will impact at least two of these wetlands and possibly all four. The impacts will be avoided or <br />minimized wherever possible. ~ <br /> <br />The City of Ramsey will work closely with the DNR, the Lower Rum River Watershed District <br />(WCA jurisdiction over non-DNR wetlands) and the Corps of Engineers (federal jurisdiction <br />over all wetlands) to ensure all applicable wetland regulations are met. Some impacts may also <br />occur in fringe wetland areas associated with the DNR wetlands (but not within the DNR's OHW <br />jurisdictional area). Impacts to these wetlands will also be avoided/minimized as much as <br />possible. <br /> <br />VIII. Mitigation <br /> <br />Wetlands <br /> <br />It is anticipated that the mitigation necessary to compensate for any wetland impacts related to <br />this project will be provided by the Board of Soils and Water Resources (BWSR) banking <br />program for roadway safety improvement projects. Ir' it is determined that this project is not <br />eligible for the BWSR program, then mitigation will be provided as part of this project in <br />accordance with applicable state and federal regulations. <br /> <br />Property Acquisition <br /> <br />Comparable housing will be made available for everyone who is relocated, and ali relocation and <br />right-of-way acquisitions will be in accordance with the Uniform Relocation and Real Property <br />Acquisition Act of 1970, as amended. <br /> <br />IX. Public and Agency Involvement <br /> <br />An informal public meeting will be held on May 4, 1998 for this project. At that meeting, <br />property owners and concerned citizens will have an oppommity to discuss the proposed project <br />and provide the City and Mn/DOT with their comments and ideas. The public will also be able <br />to supply written comments for a period of 30 days beyond the meeting. Additional meetings <br />will be held as necessary to review the f'mal layout and the Environmental Assessment (EA). <br /> <br />10 <br /> <br /> <br />
