CASE

UPDATE ON 1998 STREET MAINTENANCE PROGRAM
By: Steve Jankowski, City Engineer

Background:

At the February public hearing on the 1998 Street Maintenance Program, a number of concems
were raised on the hecessity of the improvements proposed, particularly those projects
recommended for a bituminous overlay. In response to these concerns, Councilmember
Zimmerman and I reviewed Projects #98-09 through #98-12, on April 15, 1998. Based on this
visual survey of the streets, I am recommending that Project #98-09, #98-10, and #98-11 proceed
as proposed in the feasibility study. I am also recommending modification to Project #98-12 (the
MSA streets) as follows:

Delete the portion of 153rd Avenue between C.S.A.H. #5 and T.H. #47. This segment was
deemed to have a pavement condition rating of 4 to 5, which represent threshold ratings
between recommending sealcoating and overlay. Since a portion of this segment will be
reconstructed in conjunction with the T.H. g47 project in 1999, it is prudent to delay work
until that project is completed.

Delete the portion of 155th Avenue between Variolite and C.R. #56.
condition of this segment is 5 or better, and an overlay is premature.
until the pavement condition reaches a 4.

The pavement rating
It should be delayed

Delete the portion of 153rd Avenue from T.H. #47 to a point 1,000 feet west of the
intersection. Although the pavement rating condition is less than a 4 on this roadway
segment, a portion will be redone in conjunction with the T.H. #47 project, and it is
anticipated that watermain and sewer will be extended within this portion of roadway in
conjunction with the 1999 T.H. #47 project.

Recommendation:

Staff recommends deleting the above referenced road segments from the program and modify the
assessment listing accordingly.

Committee Action:

Motion to direct staff to modify the 1998 Street Maintenance Program in conjunction with the
above recommendation.

Reviewed by:

City Engineer
City Administrator
Director of Public Works

R&B: 04/21/98

jmt/98strmtc, doc
