CASE # 5' <br /> <br />149TH AVENUE TRAFFIC CALMING (IMPROVEMENT PROJECT #98-15) <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />At the April 14, 1998 Council meeting, discussion continued on what type of traffic calming <br />might be appropriate for the segment of 149th Avenue between Uranimite Street and Ramsey <br />Boulevard. Below is a list of observations. <br /> <br /> Speed humps are not the first choice of the neighborhood as a traffic calming solution. <br />· A cul-de-sac is the overwhelming choice of the neighborhood as a traffic calming solution. <br />· Residents appear agreeable to being assessed for a cul-de-sac. <br />· The location ortho desired cul-de-sac is uncertain. <br />· The Council directed that a feasibility study be done for the installation of a cul-de-sac. <br />· Traffic generation from the neighborhood (Ramsey Boulevard to Armstrong Boulevard) will <br /> continue to use 149th Avenue after C.R. #I 16 is extended if it is not cul-de-saced. <br />· C.R./il 16 extension should eliminate Cut-through traffic originating and terminating west of <br /> Armstrong Boulevard. <br /> <br />In addition, listed below are some staff concems. <br /> <br />· At least three Councilmembers have expressed that they are not supportive of a cul-de-sac. <br />· Street closure by cul-de-sacing will change neighborhood traffic patterns that have been in <br /> place for nearly twenty years. <br />· A cul-de-sac on 149th would delay emergency response, and would create operational <br /> problems for the large fire equipment. <br /> <br />Committee Action: <br /> <br />The goal of this meeting is to provide direction on the desired traffic calming solution that both <br />the neighborhood and Council can support.
