Olson, PE <br /> /~ Anoka County Engineer <br />RE: 1999 - 2003 Five-Year Highway Improvement Plans <br /> <br />June 16, 1998 <br /> <br />Please find enclosed, a copy of the 1999 - 2003 Five-Year Highway Improvement Plan for the <br />Anoka County Highway Department. This plan was accepted by the County Board on May 26, <br />1998. The plan also shows the 1998 component of the Highway Budget for informational <br />purposes. Some of the work included in the 1998 component of the plan is already underway, <br />althohgh some of the work will most probably be held over until 1999. The plan also includes a <br />detailed listing for improvements to the Anoka County Highway System scheduled for the years <br />1999 thru 2003. This document is to be used only as a planning document and is not a <br />commitment on the part of Anoka County to fund projects in the year shown in the plan. No <br />project is funded in the Anoka County System until the budget is approved by the Anoka County <br />Board in the December of the year proceeding any budget cycle. For example, the 1999 <br />component of this plan will not be approved until December of 1998. However, the Five-Year <br />Plan does give direction as to which projects should be pursued through the environmental, <br />design, and right-of-way processes so that they can be constructed in the year budgeted. <br /> <br />Again this year, the plan has a significant maintenance component and includes approximately <br />$2 million dollars on an annual basis for overlays, cold inplace recycling, and crack sealing. The <br />1998 component of maintenance is included on Pages 8 - 11. Again this year, Pages 12 - 18 <br />depict roadway segments that in all probability will not be improved during the next 20 years. <br />This list is reviewed annually because development pressures do change as do the needs of the <br />transportation system. These roadways have been assigned a project year of 2049 and are <br />intended to be roadways which will be maintained in or near their current condition for the next <br />20 years. The second part of the document, which begins on Page 19, highlights reconstruction <br />projects. The County Board has included in the summary of finances at the bottom of each <br />annual project listing, two bond sales; one for approximately $5.6 million dollars in late 1998 or <br />early 1999, and one for approximately $7.6 million dollars in 2001. These bond sales will allow <br />the County to address several critical roadways throughout the County including Bunker Lake <br />Boulevard, Main Street, Radisson Road, Lexington Avenue as well as several intersection or <br />interchange projects including Main Street at TH 10 and 1-35 W; County State Aid Highway <br />Number 5 at TH 47; County State Aid Highway Number 78 at TH 10; County State Aid <br /> <br />Affirmative Action / Equal Opportunity Employer <br /> <br /> <br />
