-2-

Highway Number 23 and County State Aid Highway Number 32 at 1-35W. Many of these
projects will require additional funding from other sources such as the local unit of government,
Mn/DOT or federal funds. Anoka County will continue to attempt to maximize use of outside
funds for these projects, as the opportunity becomes available through the region wide
solicitation.

You will note that by looking at Page 32 and 34 that the program set forth in this document is
fairly well balanced financially through the year 2002, however, some over programming is
shown in calendar year 2003. This balancing of funds also assumes City, State, and Federal
participation in a number of projects as highlighted in the financial summary on the bottom of
each annual listing of projects.

Part 3 of the document beginning on Page 37 highlights other projects. These include
approximately $47 million dollars in projects that have been requested by local units of
government throughout the County. These projects have been assigned a project year of 2010.
Other projects identified on Pages 42 - 44 of the document depict approximately $86 million
dollars in additional projects which have been identified as desirable. These projects will remain
on this list until projects shown on Page 41 have been completed or until these projects are
brought to the forefront by a demonstrated need for the project as well as appropriate funding
participation's by all units of government.

It must be pointed out as indicated in the introductory letter found on Pages 1 - 4 of the
document, that the sale of bonds in 1999 and 2001 will result in heavy payments for those bonds
in future years. These payments are highlighted again in the financial summary at the bottom of
each annual listing of projects and wilt have a significant impact on the County's ability to
respond to other needs not shown in this document in future years through the year 2012.

If you have questions regarding this document, please feel free to contact my staff or myself at
862-4200.

xc: Anoka County Commissioners

3 5 YEAR PLAN
