July 13, 1998

Min ne sota Department of Transportation

Metropolitan Division
Waters Edge
1500 West County Road B2
Roseville, MN 55113

Matthew Hansen
SRF Consulting Group, Inc,
One Carlson Parkway North, Suite 150
Minneapolis, MN 55447-4443

582-1370

S.P. 0206-50, S.P. 199-010-03
TH 47 from 142"d Avenue to 153rd Avenue in the City of Ramsey
Layout Review

Dear Mr. Hansen:

The Metro Division has completed a review of the TH 47 layout submitted for the above referenced project. The
review comments are as follows:

GEOMETRICS
1. While the proposed revised horizontal'curve on Sunwood Drive might meet standards, attention should be paid
to the intersection sight distance at TH 47. A tangent section perpendicular to TH 47 should be used at the
proposed Sunwood Drive. This section should remain tangent for as far to the west as possible.
2. An attempt should be made to eliminate the skew on 149~ Avenue as it approaches TH 47.
3. An attempt should be made to eliminate the skew on both the east and west sides of TH 47 at 153rd Avenue.
4. The left turn lanes from TH 47 to west on Sunwood Drive and TH 47 to west on 149'~ Lane could be longer.
What is the future left turn traffic? Will the future development along Sunwood Drive require a longer left
turn lane?
5. The access to the TH 47 west side frontage road at 149e~ Lane is too close to TH 47. If the access at 14+830 is
closed, can school buses, cars and trucks still get on the frontage road safely? It is desirabl~ to move the
frontage road acce'ss further away from TH 47. If the frontage road access on 14~ Lane cannot be moved,
consider closing the frontage road at 14¢ Lane and leave the access at 14+830 open. This will require
residents to make a U-turn at 153~a Avenue but this is more desirable than leaving the existing frontage road
access open at 149~ Lane.
6. The "Pork Chop Island" should be removed from the EB CSAH 5 to SB TH 47 movement and the right turn
traffic should be carried through the intersection.
The traffic count for NB TH 47 to WB CSAH 5 in the PM peak is 430. Although a long left turn lane is
provided for, serious consideration should be made to providing a dual left turn lane. The traffic will only
increase in the future. When the left turn AM or PM peak traffic reaches 300, Mn/DOT considers dual left
turn lanes. This modification would require 2 WB lanes to be provided on CSAH 5 but there may be room
available due to the removal of the "pork chop island".
8. Standard let~ turn medians should be used on 153'a Avenue. This will prevent through traffic from getting
stuck in the left turn lane.
RIGHT-OF-WAY
1. Show access control along the entire east side of TH 47 from 142"d Street to CSAH 5 including Amoco.

WATER RESOURCES
I. Ensure that the ditches are deep enough so that we don't have cover problems. A desirable Cover is 2.5' if
under pavement and 2.0' if not under pavement.

An equal opportunity employer
